Me Frédéric Bérard, Doctor of Law (L.L.D., UdM, list of excellence) and political scientist (M.A., McGill), is the co-director and founder of the National Observatory on Language Rights, collaborating researcher at the Centre de recherché en droit public (CRDP) and has recently begun a post-doctorate in philosophy at Université Laval. He holds a bachelor’s degree from the Faculty of Law of the Université de Montréal (L.L.B., list of excellence).
He is the author of the successful book La fin de l’État de droit? (Coup de cœur Renaud-Bray, Palmarès Gaspard) and co-author (S. Beaulac) of the Précis d’interprétation législative and of the essay Droit à l’independance (Palmarès Gaspard).
The Revue des libraires sees him as one of the “ten essayists under the age of 40 who transform Quebec today”.
On December 21, 2016, Frédéric Bérard was appointed member of the Office québécois de la langue française (OQLF) by the Cabinet of Quebec.
Me Bérard is a seven-time recipient of the Prix d’excellence professorale André-Morel (UdeM 2008, 2011, 2012, 2013, 2014, 2015, 2016), recipient of the Prix d’excellence en enseignement – catégorie doctorants et stagiaires postdoctoraux chargés de cours (UdeM 2016) as well as recipient of the Excellence in Teaching Award (McGill 2015).
His doctoral thesis (unanimous mention of excellence of the jury and Dean’s Honors List), entitled Charte canadienne et droits linguistiques: frontières allégoriques et autres assertions consensuelles, will be published shortly by Presses de l’Université de Montréal (PUM).
A speaker at TED, he has delivered more than 40 scientific speeches in Canada and around the world, notably in Italy and England (Cambridge). Other conferences will be held in 2017 in Morocco, China and Argentina.
Public communicator and discourser, he regularly collaborates in the debates that galvanize the news in Quebec and in Canada by speaking in several media outlets both in Quebec and outside the province. Since October 2016, he is a politico-legal chronicler on the newspaper Métro.
He is also a commentator, on a regular or occasional basis, on V TV, TVA/LCN, Radio-Canada/RDI, Le Devoir and MATV, and will soon contribute to the news magazine Le Point (France). Lastly, he co-animates the politico-satirical show C’est pas nous qui avons commencé.
